Black-owned banks struggling to keep doors open By Heather Faison

WASHINGTON (NNPA) - Independence Federal Savings Bank, one of the nation’s oldest Black-owned financial institutions, based in Washington, D.C., was taken over in an aggressive buyout by a White developer recently, sending a chilling message to the already diminishing Black financial industry.

“This was quite a loss and unfortunately, when one Black bank closes there is a big sore, but when one bank from a majority-own closes, it is not as devastating,” said Norma Hart, President of the National Banker’s Association.

Less than two decades ago there were nearly 50 Black-owned banks. But, according to the Federal Reserve, there were only 31 certified operations in 2006. That number decreased when the takeover of Independence Federal Savings in Washington, D.C., by developer Morton A. Bender, was finalized. After a ruthless five year battle during which Mr. Bender held up the bank in multibillion-dollar lawsuits, federal regulators allowed him to acquire 51 percent of the company’s stock which gave him control of the bank’s executive board.

Millionaires Collecting Unemployment?

If you were making $1 million per year or more, but lost your job, would you file an unemployment claim? Nearly 3,000 American millionaires would have answered "yes" to this question in 2008, according to an article by Ryan J. Donmoyer at Bloomberg. IRS data shows that a whopping 2,840 households earning at least $1 million in 2008 also filed for government unemployment payments that year. There are two sort of immediate questions that arise from this fact: what were they thinking, and should this be allowed?

What They Were Thinking?
To non-millionaires it might seem absurd that people who had such a staggering income recently would turn to the government for help after losing their jobs. But it shouldn't. First, most wealthy people didn't become that way by accident. They tend to be pretty savvy about money. So if the law entitles them to collect unemployment when laid off, then they aren't the type to turn down free money. Only a fool would do that.

Moreover, for many millionaires, they might see their layoff as the one time they can finally get back some of the hundreds of thousands or millions of dollars they've paid in taxes over the years. Many tax credits don't apply to them, if they're phased out for people with income above a certain threshold. They may as well cash in this once, just for principle's sake. After all, once they get back to a high paying job, they will have to revert back to paying the government a lot and getting little in return.

Should This Be Allowed?

Unemployment benefits are actually a type of insurance. And just like other kinds of insurance, it is paid out regardless of how much money you make. In this case, however, it's important to remember that the insurance payments to households that had a high-income are not directly proportional to their previous compensation. Most states have a very low unemployment payment ceiling. In New York State, for example, anyone making more than around $42,000 is paid a maximum of $405 per week — which would add up to an income rate of just $21,060 per year.

So those who enjoyed an ultra-high income can't benefit more from unemployment payments than middle or lower-class Americans. As the Bloomberg article says, these millionaires only took in $5.2 million in unemployment payments in 2008, out of the $43.7 billion total. That's just 0.012%.

The government could certainly pass a law that disqualifies anyone who made more than a certain income during the year from collecting unemployment. And in this case it would have saved the government about $5 million. That's something, but this is a pretty tiny amount of money in the grand scheme of government budgets. A handful of millionaires who are enjoying what's likely a short stint of receiving government assistance hardly characterizes a serious problem so vital to the nation that it should be at the top of Congress' priorities.

In the past, law enforcement officers had a tough time evaluating possible cases of elder abuse. Stereotypes about older people abounded. They fall a lot and bruise easily, so how can anyone tell if they have been harmed? They have memory problems and would be unable to testify in court. NIJ forensic studies are now helping law enforcement teams to win convictions of criminals who abuse elders. Republicans are questioning Elena Kagan’s ties to a liberal icon and the nation’s first African-American Supreme Court justice, Thurgood Marshall.

In its first memo to reporters since Kagan’s nomination to the high court became public, the Republican National Committee highlighted Kagan’s tribute to Marshall in a 1993 law review article published shortly after his death. Kagan quoted from a speech Marshall gave in 1987 in which he said the Constitution as originally conceived and drafted was “defective.”

Unmarried Women Continue to See High Unemployment in April

New data released last week by the Labor Department shows the continuing consequences of the Great Recession for unmarried women. This group continues to experience high and extended unemployment as well as underemployment, and this underscores the urgent need for Congress and the administration to continue to focus on job creation and policies to spur demand and assist the unemployed.

High unemployment poses enormous challenges for all kinds of workers, but it can be a tragedy for unmarried women. Unmarried women already face higher-than-average poverty, many are responsible for family members including children and elders, and they frequently do not have a partner to rely on during times of economic distress.

Last month, 10.8 percent of unmarried women (age 16 and over) were unemployed (data by marital status is not seasonally adjusted). Of unmarried women who had jobs, 8.1 percent were working part time but said that they wanted to work full time. Nationally, unemployment was at 9.9 percent and 6.6 percent of workers worked part time but would prefer full-time work (part-time data is not seasonally adjusted). Women who head a household without a spouse (with a child, parent, or other dependent household member) faced a slightly higher unemployment rate than other unmarried women, at 11.0 percent in April.

Hip Hop Education Announces

Operation Teen Status Check Hip Hop Education's new HIV/AIDS initiative "Operation Teen Status Check" will educate teens ages 13 to19 by launching an educational and testing movement for youth. Train at least 20 Youth HIV peer educators who will participate in a 4-6 hour curriculum called Be Proud Be Responsible. The curriculum will teach Youth educators about HIV/Aids and STD transmission, abstinence and practicing safe sex and proper use of a condom. We will partner with local Health Departments, Aids Service Organizations and Community Base Organizations to assist with the testing. Forums will be held with HIV positive teens who will tell their stories and why teens should care about staying HIV negative.

Why the need?
Roughly one million people living with HIV/AIDS in the United States. African Americans account for 48% of new HIV infections. One child dies every minute. Every fifteen seconds, another person age 15-24 becomes infected with HIV/AIDS Some Teens think that it can't happen to them, if they are only having oral sex

In 2007:
African American teens (ages 13-19) represent only 15% of the U.S. teenagers, they account for 68% of new AIDS cases reported among teens in 2007 African Americans accounted for 51% (21,754) of the new HIV/AIDS diagnoses in 34 states with long-term, confidential named-based HIV reporting African Americans accounted for 48% (264,927) of the total persons, including children, living with HIV/AIDS in 34 states with long-term, confidential name-based HIV reporting.

African Americans accounted for 40% (225,517)of the total persons with AIDS who died by the end of 2007 Operation Teen Status Check is in the Runnig for $50,000 Grant Pepsi is giving away funds and our project is in the running for the month of May. The I Am Deborah Movement

Dozens of women fed up with the violence and carnage within the Black community have taken to the streets and taken on a biblical name, as a show of strength and solidarity. They marched April 28 near The Black Star Project offices, a community action organization, near 35th Street and King Drive.

The I Am Deborah Movement includes women who want to model the strength and tenacity of the biblical prophetess Deborah mentioned in the Book of Judges. Deborah was said to wage and win battles for God that men would not fight, according to a written statement the group released before the march.

"She had orders from God to take care of her people. So we took that and we're running with it," Africa Porter-Ollarvia told the Defender. She is one of the leaders of the movement and a longtime volunteer at the Black Star Project.

"These are our children dying," said Porter-Ollarvia, who explained that finger-pointing as to who or what is the reason for the violence was not the group's goal.

"We just want to take full responsibility and accountability; galvanize, organize and strategize to save our people's lives. ... As women, we're taking this into our hands because, you know, we're the ones that are carrying all these babies."

Another of the movement's leaders, Nefra Burlock, explained that one of the other missions the group has is to hold others in the community "who call themselves leaders" accountable.
She told the Defender that I Am Deborah is an attempt to address the "tired and outdated state of our community."

The march last month came shortly after two state leaders made an appeal for the National Guard to step in and help stem the violence in some of the city's neighborhoods.

Police Supt. Jody Weis immediately rejected the idea, saying that violent crime occurs only in a small percentage of the city's neighborhoods. The police chief continued to urge citizens to get more involved in helping the police solve and tackle violent crimes, especially shootings, by breaking what he called a code of silence.

I Am Deborah is calling on women - and men - to help with safety patrols, mentor, tutor and encourage families to urge their members to stop the violence.

On Mother's Day, the group will be "walking in solidarity" at 1:30 p.m. in Brainerd Park "to stop the violence and take a stand on our community and our people," Porter-Ollarvia said.

"Leadership is a process of envisioning the best outcome of a project, and crystallizing that vision into reality." (Rusaw, 2001)

Persuasive forms of leadership can be used in various ways,persuasive leadership, and the power to influence. Public leaders must be able to convince followers about the intended motives, showing an interest in the issues, concerns that affect the
public well-being. Once public leaders have the attention of followers, addressing the need,proposing a way in which to find solutions, visualizing the outcome, acting upon those solutions,followers are influenced into believing the message. This paper will address the various ways in which persuasion can be used to facilitate change, deliver a message, build relationships, and address the public need. Public leader’s deliverance of intentions is so important; the people need someone who can change the thoughts and ideas through creative and innovation measures and still remain connected to the people.

Building trust is a critical component in meeting the need of change, if followers have no trust in a leader the opportunity in meeting the need of the public good will not succeeds in brining change. Once trust has been establish public leaders must begin the task of persuasion,identifying the best ways in which to bring followers in.

Credibility: Public leaders build credibility by demonstrating expertise in specific areas of interest this is important information based on the issues or concerns. When public leaders communicate a message to followers and are consistent in the delivery followers are more likely to be receptive in listening and communicating feedback. President Barack Obama’s credibility began with public service though his commitment to community in helping to improve the lives of the people. President Barack Obama was able to change laws, develop new legislation, gather the support and backing from entities with connections to resources, which, in fact,demonstrated his ability to solve problems through alternative power sources.

Shared ground: When public leaders and his or her followers share a common purpose in seeking change,this shared ground tends to bring people closer to not only the leader but also the mission,vision, goal. Sharing a common purpose and demonstrating passion, desire, and actively seeking solutions is a monumental persuasive form for effective leadership. Shared purpose help in bringing people together in achieving, empowering, collaborating ideas for the greater need sharing beliefs, norms, and values. When all parties are on the same path toward goal-setting the outcomes are more effective, supporting the people who support the mission.

Compelling position: Communication and deliverance can either persuade followers in other cases can bring chaos and confusion about the intentions. Public leaders can persuade and make a connection with followers through compelling facts and expertise. When people are emotionally attached to a purpose, the perception of public leadership approach through communication has to be inspiring enough to convince followers about present and future change.

President Barack Obama was able to persuade followers through his compelling
messages about change. His appeal to the public, delivered with such passion and belief about being pro-active together as a nation. Whenever President Barack Obama spoke, people stopped and listened to whatever he was trying to deliver to the public. His charismatic confidence believable even in the mist of other pressing matters.

Leadership involves motivation,inspiring, building relationships among employees and organizational leaders, making decisions,problem solving. The demands of public sector leaderships as compared to the private sector leader can be just as consuming in dealing with multiple roles, delegation, unhappy employees,lack of resources, credible information in passing onward to a team designated in completing tasks and assignments, but most important meeting the public need.
